Multifamily Development to be built by Breeden Construction

Multifamily Development to be built by Breeden Construction

PORTSMOUTH, VIRGINIA – “Out with the old, and in with the new” is how the Portsmouth Redevelopment and Housing Authority (PRHA) describes its latest redevelopment effort. Built in 1960, Lincoln Park, one of the oldest and largest housing communities in Portsmouth, has been demolished and is being repositioned as Lexington Place. Lexington Place is located at the intersection of Frederick and Deep Creek boulevards.

Lexington Place is being developed by Philadelphia-based Pennrose, LLC, a nationally known real estate development and multi-family property management company. The project architect is Virginia Beach’s Saunders+Crouse Architects, a leading regional expert in planning and designing vibrant, livable mixed-use communities. General contractor Breeden Construction, with offices in Richmond and Virginia Beach, is ranked by Virginia Business as the ninth largest general contracting firm in the Commonwealth.

Officials from the PRHA and the City of Portsmouth were recently joined by representatives from Pennrose, LLC, Breeden Construction, and Saunders+Crouse at a ceremonial groundbreaking for Phase 1 of Lexington Place. This first phase will have 72 townhome-style apartments and is estimated to cost approximately $16 million. When complete, the development will include 144 units. Residents will be moved in gradually during construction, and housing authority officials have said the move-in process could begin early 2021.

Breeden Construction President Brian Revere says: “Breeden Construction is proud to be an ongoing part of the revitalization effort of the City of Portsmouth with the construction of this development. Our team looks forward to working with Pennrose and PRHA to construct new homes for the residents, providing a style of living that reflects growth and transition within the city.”

In recent years, Breeden Construction has been heavily involved in Portsmouth’s growth and development efforts. This includes construction of Harbor Vista, 134 units of new construction Class A apartments on Crawford Street and the acquisition of Montgomery Square, a multi-family and commercial property on High Street.

The company successfully has completed numerous single-family, multi-family, retail/office and restaurant projects throughout Virginia and the mid-Atlantic.

“The Lexington Place project is an important investment in Portsmouth citizens and an exciting milestone for the Portsmouth Redevelopment and Housing Authority,’ says Alisa S. Winston, PRHA deputy executive director.

Adds Ivy Dench-Carter, regional vice president with Pennrose: “We’re pleased to continue the Pennrose mission of transforming communities by supporting PRHA’s redevelopment activities. The combination of high-quality apartments, on-site amenities, and a convenient location near transportation and everyday services at Lexington Place create a wonderful lifestyle condition for families in Portsmouth.”

A ceremonial groundbreaking for phase one of Lexington Place, a planned 144-unit development to replace Lincoln Park, one of the city’s oldest and largest housing communities, marked progress surrounding Portsmouth Redevelopment and Housing Authority’s latest redevelopment effort. General Contractor, Breeden Construction, joins the likes of Virginia Beach-based Saunders + Crouse Architects and Philadelphia, Pennsylvania-based developer Pennrose LLC for the project located at Frederick and Deep Creek boulevards. Phase one involves 72 townhome-style apartments and an estimated $16 million. PRHA officials expect the move-in process to begin early 2021.
